Assuming there is no suspension of the Constitution, the next leader of the country will come from the PNP.

But whom shall it be?
With Former Deputy Premier & Minister of Finance - The Hon. Floyd B. Hall – announcing that he will entre the PNP Leadership race, scheduled for the 28th of February 2009, the field is now crowded; featuring also The Hon. Galmo Williams MP – former Minister for Immigration and The Hon. Royal Robinson, currently Minister of Health. Each of the prospective leaders has come to this point, from their own path, which may serve as a guide to their styles of leadership.

Let’s begin with The Hon. Royal Robinson MP. Aside from having a beautiful name, Mr. Robinson is a scientist. With an Engineering background, he is trained to assess problems according to a method, to design solutions, again according to a method and to implement those solutions, according to a standard. Mr. Robinson was charged with developing a solution to the “dump”, and recently was put in charge of the new hospital development.

Often engineers solved problems on their own. (Jimmy Carter, a PhD in Nuclear Physics had this problem). The question for Mr. Robinson is whether he can communicate his message to a population in search of a guide through this crisis. Remember, there are two constituencies to which appeals must be made:

    The PNP party stalwarts
    The parliamentary PNP or Members of the House of Assembly.

Mr. Robinson will have to show that he is committed to party principles, and that he can cultivate a new reputation for the party by the strength and effectiveness of his policies.

In the case of The Hon. Galmo Williams MP, he is a known commodity. He must remind people of his strengths and must show that that he knows his weaknesses and has a strategy to offset them. When a politician is well-known, there is no point in trying to convince people that one is something he is not; or worse, try to convince people that one is not what people already believe one absolutely is. As such, The Hon. Mr. Williams should highlight his strengths, (Successful businessman, comfortable with authority, fair-minded, matured), as these are a good basis for the proven qualities of leadership required at this time. He will have to show that he has a strategy for his cautious approach, such as surrounding himself with advisors who can provide a “sounding board” for his caution.
The former Deputy Premier and Minister of Finance The Hon. Floyd B. Hall MP enjoys an enormous affection in the Turks and Caicos. He presided – in his capacities - over the largest and longest economic expansion in the history of Turks and Caicos.

Hall, similar to Williams is well known. As such, the same rules apply: any strengths or weaknesses he has are already fix in the perceptions of the people of Turks and Caicos; and probably – more importantly in the current context - in the perceptions of the two constituencies mentioned above.

Mr. Hall’s difficulty is that he is the only one in the race who may be visited by an assessment in the Interim Report of The Commission of Inquiry. Therefore, in his case, he will have to show that his strengths supersede that Report, and that his mastery of the money details of Turks and Caicos at the Ministerial level means that he is best situated to take the country through this crisis.
